Fiber LID Assessment Notices Have Been Mailed
If your property is part of the Fiber Local Improvement District (LID), assessment notices were mailed on July 27, 2026.
Please keep these important dates in mind:
• Annual payment due: August 21 (each year)
• A 2% late fee will be applied to the outstanding balance if the minimum payment is not received by September 14.
• A 10% penalty on the annual assessment will be applied monthly until the assessment is paid in full, in accordance with City Ordinance 1807.

Fiber Local Improvement (LID) Financing FAQs
Why did I receive an assessment notice?
If your property is part of the Fiber Optic Local Improvement District (LID), you are
responsible for paying your share of the cost of constructing the fiber infrastructure that
serves your property. The assessment notice is your annual payment statement.
What am I paying for?
Your assessment pays for the construction of the City's fiber optic infrastructure within the
Fiber Local Improvement District. Rather than requiring property owners to pay the full
construction cost upfront, the City financed the project through a bond and property
owners repay their individual assessments over time.
Did the City borrow money?
Yes.
The City issued a Fiber Optic Local Improvement District Bond in the amount
of $875,000 to pay for construction costs associated with the Fiber LID.
Who repays the bond?
The bond is repaid through the assessments paid by participating property owners within
the Fiber Local Improvement District—not through the City's general property taxes. The
ordinance provides that the assessments are pledged specifically to repay the bond.
Are my regular property taxes paying for this project?
No.
The Fiber LID assessment is separate from your regular property taxes. Only properties
included in the Local Improvement District are responsible for paying the assessment
associated with the fiber improvements.
Why didn't everyone just pay upfront?
Issuing a bond allows the construction costs to be paid immediately while giving
participating property owners the opportunity to repay their assessment over time instead
of paying the full amount at once.
Can I pay off my assessment early?
Yes.
The ordinance allows assessments to be prepaid under the procedures established for the
Local Improvement District. Property owners interested in paying off their assessment
should contact the City Clerk's Office for the current payoff amount and instructions.
What happens if I don't make my payment?
Assessment payments are due according to the established schedule. Delinquent
assessments are handled in accordance with Idaho law and the provisions governing Local
Improvement District assessments.
Does the City make money from the bond?
No.
The bond was issued as a financing tool to pay for construction of the Fiber LID.
Assessment payments are used to repay the bond, including principal and interest, as
required by the bond ordinance.
